Two routes we do not test

Item 3-3 lets someone who completed an MFDS-designated course act as manager for the products that notice lists; we have not read that notice, so the check ignores it. And whether a foreign degree is equivalent is the regional office’s call. If either applies to you, ask the office before you file.
